MoU between the "Guardia di Finanza" and CSSC

Tax fraud, scams, counterfeiting, protection of Made in Italy, trafficking in fuels, smuggling. A memorandum of understanding was signed today in Rome for the implementation of applied research projects to support investigations in economic and financial matters. The agreement was signed between the General Command of the Guardia di Finanza (GdF), and the newly established Centre for Security and Crime Sciences (CSSC) of the Universities of Trento and Verona. It represents the first formal act of the Center, which has been officially presented in this occasion.

Rome, 22 July 2021 – An innovative MoU was signed today in Rome between the Guardia di Finanza and the newly established Center for the Sciences of Security and Crime (CSSC) of the Universities of Trento and Verona. It focuses on the contribution of academic research on security sciences in refining investigative methods and instruments in economic and financial issues.

Objectives of the MoU are: to develop cutting-edge tools to support operational and analysis activities; to create IT applications that can further increase the effectiveness and efficiency of the inspection interventions of the operational units of the GdF; to design and create technical tools to support investigations.
It is a wide range agreement focused on the main economic and financial crimes: tax evasion, avoidance and fraud, fraud, infiltration of crime into the legal economy, counterfeiting of trademarks, trafficking in fuels, and smuggling (especially of tobacco products). It also deals with the protection of “Made in Italy”, copyright, and product safety.


Signatories of the agreement were the Chief of the General Staff of the General Command of the GdF, Gen. D. Francesco Greco, and of the Director of the CSSC and professor of criminology at the University of Trento, Andrea Di Nicola. At the event participated, among others, the Rector of the University of Trento (Prof. Flavio Deflorian), the Rector of the University of Verona (Prof. Pier Francesco Nocini), the Director-General of the University of Verona, (Federico Gallo), the Head of the III Department of the GdF (Gen. B. Giuseppe Arbore), and the scientific coordinator for the CSSC headquarter of Verona (Prof. Roberto Flor).
